They're located somewhere in Steam/userdata. I'm not sure why you'd need to delete them though, as you can just overwrite them and such. =P

Savegame delete
1. Turn off Steam Cloud for the game
2. Delete biodata.bin in the \Steam\userdata\ID\304240\remote folder
3. Go in the game
4. Create a new save
5. ALT-TAB out off the game
6. Turn on Steam Cloud for the game
7. Go in the game or quit
8. Have a clear save now

WARNING ALL SAVEGAME SLOTS WILL BE DELETED or make a BACKUP from the old save!!!

Thanks go to DarkInside who posted this earlier.

Doesn't work. You *must* keep cloud saves enabled in order to get past the 'Loading Content' screen. Turning off cloud saves keeps you stuck on the 'Loading Content' screen, which prevents you from creating new save data. It seems it's completely impossible to wipe all your RE Remake save data and start completely fresh. Really annoying. This is the only game that seems to have this issue. RE Zero, for example, doesn't have this issue. You can keep cloud saves disabled and create new save content without any issues. Hopefully Capcom fixes this issue sometime in the future.

I found a way to get a 100% fresh save, and without messing with the cloud, too. Open the biodata.bin file mentioned above in Notepad++ or something similar and make the save file corrupt by deleting a huge chunk of it. I selected everything after the start of the file.

It's hard to describe. My save file had bracketed gobbledygook near the beginning of the file after some other gobbledygook, like this: gobbledygook [gobbledygook]. I deleted everything after the brackets and when I booted the game up, it said the save file was corrupted and did I want to create a new one. I don't know how much you need to delete to trick the game into thinking the save file is corrupted. I know you need something in the file because I tried sticking a blank file called biodata.bin in there and it didn't work.

Steam might give you a message about a cloud conflict, just pick local save.

Make a copy of the biodata.bin file before you try it, just in case. And this will delete everything, including unlocked things.
