East--> Location B
South--> Location C
West--> Location D
If you examine the statues near the gate it will give you a hint as to it's location, and that location is the direction the wind things need to point to.
Considering that the game came out before either were even relevant?
The dogs need to be facing away from the path. There's are set directions for each dog, but that's the goal.
You can read their inscriptions, but there's also another clue that says something to the effect of 'evil proceeds when the watchful dogs are lured from their post'. I forget where the clue is exactly, but that's how I solved it.

By facing away, I meant 180 degrees away with their backs facing the path.
I did that
For example, look to the same direction blue-eyed dog directed and look at the map's compass to determine the direction. Go to the blue pointer and stop it on that direction. Solved.
"NWSE it doesn't matter. Right, Right is always better"
Meaning, both arrows have to face to the lower right edge of the screen.
