There's pretty much no puzzle in this game that doesn't rely on "clues" of whatever nature. It's just a tedious job to find the "clues" for the first time, that's all. It requires patience and perseverance. As an average modern gamer, patience and perseverance are the least of your virtues.
Very well then. You should try Alien Isolation if you didn't already.
Even the fixed cameras are very much alike old classic point and click games and most of the time, you have to find out how to keep going, by looking for itens and stuff. With the difference that the combat in itself is simple, but interesting enough.
It's a shame that they didn't continue to build on top of this concept, they could have improved the shooting, whilst keeping some of the main characteristics.
But seriously... The file explains in details exactly what to do with the dog whistle and it even has a picture of the area you're suppose to use it. Damn, it even tells you that there is a hidden object attached to the collar. It's not even a clue, it's a guide itself.
Impossible.
1- The "Dog Whistle" item is attached to the file with the detailed explanation. It's impossible to pick up the whistle without getting the file which automatically opens and forces you to read it. You can skip the files though (if you want to wander inside the mansion for an hour without knowing what to do).
2- Every file you read gets stored in your Inventory in the "Files" section. No need to backtrack for them as they're not even there anymore.
3- The whistle is found in the 2F east study room (above the east safe room), not the closet room.
Though I don't remember him being there in the GC version. I was sure (barring any zombies you kill yourself) the first Crimson Head is a scripted encounter in the furnace room with the masks of see/hear/speak no evil.
Don't even mention Majora's Mask xD I still need to finish that game someday.
