If you have handgun ammo, use it. If you have herbs, maybe you can combine them. If you have Ink Ribbons, save the game. If you have the Emblem, you can put it back in the Dinning Room fireplace because it's not needed.

All the doors leading to boxes are closed. The doors leading to boxes can only be opened with a key that I can't pick up because my inventory is full.

Excuses. You have to put some thought into what you pick up. Inventory management is central to the game. If you were allowed to drop items, it would be way too easy. After this, try playing RE0. You can drop items in that game, but there are no item boxes.
It needs to be a very specific situation to end up being forced to do that. Worst scenario possible is playing as Chris, having four items you can't "use": Knife, Handgun, Blue Gem, and the Shotgun Shells from the Graveyard, and then Handgun ammo or Green Herb + Ink Ribbon in the last two slots.
Only in that situation, the player would need to either use the herb/surplus handgun ammo, or to save three times so the Ink Ribbon is gone. And handgun ammo doesn't need to be wasted, there are a few zombies around to shoot.
And all this is just the first 10 minutes of gameplay anyway, even if you have to waste an herb, a few bullets, or a couple of ink ribbons, it's not going to make any difference in the long run, because resources aren't that much of a problem, especially since the hardest difficulty you can choose on a first playthrough is Normal.

Lmao, you STILL don't understand what the whole problem was about and that there are no boxes at this point in the game.
