You can leave any items you don't need in there and pick them up from any other chest in the game.
Just go deposit some sh*t in a Chest...
I think what he means is all the doors are still locked and he has yet to grab the the first key.
The only fix I can think of is using all the ribbons until they 'poof'

This is difficulty number I (easiest) in which the game gives you 6 ink Ribbons for a single
"pick up" action ( i pick up the one in the dinning room).
There are 2 handgun clips avaiable before picking up the Arrow item. So the player in this situation would have to either waste all 6 ink ribbons or at least 15 handgun bullets to free 1 slot.
Fascinating.
Of course. But for a new Resident Evil player, it would be quite the abnormal experience. Especially if he chooses to save the game 6 times lol

There is a chest in that area. The point is getting full (without health itens) before picking up the arrow item. Which is obligatory to reach any chest.
It's not bad inventory management if you're unable to manage your inventory. I'm in the same spot, and it boggles the mind that they would design an area so you're forced to waste items if you don't know the correct order to pick them up in.
It doesn't count as progression lock, just poor game design. Back to the start for me I guess...
