The camera is completely intentional and makes every area look different, and is essential in letting you see only what the devs want you to see. That includes enemies around corners, or focusing on objects that could be puzzles.
Shoving a modern FPS or Third Person Shoulder camera would both ruin that, and make the game much more annoying since you wouldn't be able to see enemies and puzzles as easily.
They want something similar to Resident Evil 2/3 remakes
Theres a new coming out anyway, bet they eventually remake the remake of RE1
Only reason it isnt done more, is cause players are only ever given TPS or FPS cameras, and so they want everything to play the same. Even if its worse overall for it.
Its about getting away, holding aim (which locks on to enemies), and then choosing to hit them before they get to you. Or you can risk going for a headshot by aiming up with the shotgun and getting rid of an enemy in one hit or even multiple enemies with the same shot (but there is random chance that it will not always work).
Or don't fight, and try to run around them. Do you risk using ammo, or health? Its another decision on top of choosing what to carry with you to potentially solve puzzles.
You get used to knowing what to carry and making decisions like that quickly. Its not action combat, its more risk to add on top of everything else.
Use the lock on if you know an enemy is there even if you cant see them. If you dont know if something is around, they make sounds every now and then so go by hearing too.
when you learn to avoid zombies without shooting you will become a master at this game and you will realize that it is absurdly easy, the camera takes a bit of practice, and managing the alternative controls is not difficult
You may learn a thing or two, and obvious they fail alot in order to learn and reach that level of skill
Then theres Code Veronica, which theres a few parts than may or may not force u to restart the whole game due balance issues, that one it needs a remake
A few stuff needs to be rebalance like the plane fight and that stupid anoying bug which poisons u everytime and respawn when u enter a room.
Among a few other things, RE0 per example needed a item box and a few tweeks here and there they rest could stay about the same
I dont mind older style of games but i understand why new players want the style of RE4 in all of them
Is what they know better.
I also not a fan of Re7/8 first person camera glad they added 3rd person even if has dlc
And some people even get sick playing like that
resident evil 0 I don't need the item box, you don't need to bring everything , when I play resident evil 0 I always have a free inventory, 1 gun , Billy's machine gun, the grenade launcher and finally the magnum in the cable car stop, you can beat the game with these weapons and eliminate backtracking, you can knock objects down if you know the game well, I have no problems with any type of camera I can play with all, fixed OTS and 1st person , for me there is no problem with remakes that are done with 3rd person cameras, I don't like the reimagining, and the engine they used, if they had been faithful, even with the OTS they were ok for me
