I can not change the resolution of resident evil hd remaster
I tried changing it in the options and in the files, but it always stays at 1028x768 with black bars up and down and on the sides, the resolution of my pc is 1366x768

So don't change it. Your PC should be changed to suit the game, not ask the game to suit your PC. The game is old, even remaster, but still want to suit all players (both ends, high and low). No point to ask an old person run as you can, just run your pace with his steps!

You could try manually editing the config.ini file to reflect your native resolution. On Windows 10, you find the config.ini in your appdata folder:
C:\Users\YOUR_USER_NAME\AppData\Local\CAPCOM\Resident Evil - biohazard@HD REMASTER

Look in the Display section and Change the Resolution line like so:
Resolution=1366x768

You can also set other settings here if you need to aswell.

You may also have set the aspect ratio to Widescreen. You can can do this from the Main Menu in-game; Go to Options > Display and from there you can choose Widescreen(16:9) or Original(4:3).

I hope this helps and you can enjoy the game.

I did the INI thing, but the game always resets back to 1024x768, and the display thing makes it a bit wider, but that's it, still doesn't fit correctly

not sure how I can change my pc to suit the game

Well you could try running the game and making sure the display is set to Widescreen and the other gfx options like shadows, fxaa, etc. are set to your liking then exiting the game, return to the .ini file, set your resolution again and then set the file to read-only(right-click on the file -> Properties -> Check Read Only)

This should work but may prevent changes to your gfx settings being properly saved between future sessions. I've never done this with this game so I don't know if it'll work as expected. If it doesn't work, go back and turn read-only off again.

thank you for the help, but nothing worked. I'm thinking it has something to do with the patch I used to get rid of the lag in the game, as my pc doesn't run the game well. I'll just try to play the game the way it is, but it's 100% playable anyways

If you're getting lag of slow mo it may be do to high fps. Try capping your fps at 60.

Already tried all that, the only thing that worked was the patch
