Best solution would be a xbox/microsoft controller.
You could try to edit the ini file with the right buttons under [Joypad] RT LT RB LB. (If it's an bug and the value for everything is 0 or so)
C:\Users\Y-O-U-R-N-A-M-E\AppData\Local\CAPCOM
Otherwise, the xpadder software could help to simulate the right buttons on your controller.
I use it for example for starcraft2 without any issues - incl all hotkeys, groups, build menu (like in halo wars) etc.. It can be very simple when you spend a little bit time with it. And Resident Evil doesn't need much buttons, seems that you would need only the 4 "top" buttons, if the other buttons and sticks work.
edit: You can check your in-game settings to see if your controller is still activated.
Replace the Y-O-U-R-N-A-M-E part....
Maybe you still have to show the hidden files. (Folder Options)
What's your controller? NoName, Hama, Razer, Xbox/Microsoft, Sony, MadCatz etc.
The controller is maybe simply not supported if it's a bad controller.
As i've said, try using something like xpadder if you want to use your current controller. Simply set RT LT RB LB. There are tutorials and descriptions for it on the app-websites.
I had the same problem as OP and disabling steam input in the settings solved my problem. So thank you very much for the advice.
Did you disable steam input?
