I had the same problem when I overclocked my monitor from 60hz to 72hz. I just updated my monitor driver and It fixed it.

I updated my monitor driver using windows' driver updater, didn't help, what did you use to update your driver?
also open to any other suggestions....

The 75 to 85hz band tend to be available in 800x600, 1024x768 and 1200x800 resolutions on most monitors. Try those. Although to change your monitor's REFRESH rate as well as the screen, You'll have to go into ADVANCED display properties, Then MONITOR and there should be an option to change the refresh rate for that mode there. Otherwise you might want to invest in a decent secondhand CRT screen.

no none of those things worked ;P, so is there no way to play fullscreen in this game if you dont have a monitor that supports 80hz? is there anyway to hide the popup?

If you're stuck in the 1990s. Even a LCD flatscreen from 2004-2005 will support 1280x800x85 :P

Okay ...
So I dont see why it shouldnt work for you ...
I'm still sad and suprised to see that all the resolution options are 85 hz.
Pretty much all games that give seperate option for screen hz default at 60 so im surprised they shot it straight to 85.
