You can purchase a new class through the store by pressing "N" or opening your class changer, "J." Each class you purchase will have the same name as what you chose from the beginning, same inventory, same collected styles, mounts, recipes, costumes, etc.
You can make another account if that's what you want. Just keep in mind you cannot exceed more than 5 accounts or Trion suspects something (refer a friend code cheating).
Either way, no matter what, you're always going to have a low leveled character if you aren't too far into the game. Technically, no one isn't a noob unless they actually just started Trove.

Your mastery and battle level stays the same.
But I still have all the higher level stuff and whatever I get with both characters they share so why even bother have the second character start at level 1 when it is just as powerful as the character you had before?
Leveling up new class gives you mastery xp. Not all classes wear the same gear as well although at the moment, I have full radiant for the hat and mask which I share with all my classes. Weapons are different obviously.
I honestly can't explain much further why Trion developed Trove like this. I don't know everything so you get what you get..common sense to leave if you don't like the game too.
