Is there a place to sell it or disenchant/break down for materials?

You can use old gear any of your other classes, or if it tradable giveaway who need it (all new players need gear, its good if you can help them) or sell using trade post.

You can use loot collector to break it for other materials (depends on gear) if you like.

I just started , Whats loot collecter? where are the trading posts?

you need mastery 20 to unlock trading. Loot collector can craft using Novice work bench in your cornerstone. Try to complete tutorial first. Don’t skip any tutorial steps / quest. When you stuck in market quest try to buy re gem rater in game store – gem tab.
