Cant get more power rank

so, i have 428 PR i am lvl 13 and have lvl 10 gear.
THE PROBLEM: i cant find gear higher than lvl 10 and i cant get more power rank.

The most effective way to get power rank PR for short, is gems, specifically the big ones, or the Empowered Gems. You can find thes in Empowered Gem Boxes, which can be bought at the shadow market, for a Lunar Soul. Empowered Gem Boxes can also be obtained from the contests every week, you can see those by pressing K.

Another way is by leveling up your Mastery Level.

You can also get PR by consuming Dragon Souls, but it will take a long time, as it requires a 100 in order to get the bonuses.

You shouldn't worry about PR too much. It's basically a key for the portals. Your level matters alot more then PR. For example I focused alot on PR with my Neon Ninja character and ended up having 6000 PR on level 19 because of gems. I tried going into the U8 portals and failed miserably.

Also, the level of equipment isn't measured in levels, it is measured in qualities or colours. From weakest to strongest, there's:

Green/Common
Blue/Rare
Purple/Epic
Orange/Legendary
Red/Relic
Rainbow/Resplendent
Black/Shadow Then there's Shadow 2/3/4/5
Diamond/Radiant
Golden/Stellar

I don't think enemies can drop Radiant or Stellar equipment, these are only obtainable by upgrading your equipment at the Forge, using Flux/Eyes/ and eventually Twice/Thrice/Quad/Penta forged souls for each Shadow Level respectively.

You CAN get radiant or stellar gear by enemies. Its a rare drop and it doesn't seem to matter what uber. With a decent amount of mf, I got a stellar at uber 3.

To answer your question, I understand what you mean. Yes, welcome to Trove, the highest level equips are up to level 10. Even the most powerful weapons. However in Trove, the power rank (PR) does not depend on the level of the equip, but on the ranking of the equip
i.e what Byron has posted:
Green/Common
Blue/Rare
Purple/Epic
Orange/Legendary
Red/Relic
Rainbow/Resplendent
Black/Shadow Then there's Shadow 2/3/4/5
Diamond/Radiant
Golden/Stellar

Stellar is the strongest weapon rank there is. It may be a level 10 equip but it is 600PR for a clean Stellar (no stars, no pearls).

How do you get Stellar equips ?
Upgrade it from Shadow level equips. All other equips below Shadow level can only be upgraded to Resplendent at most. However it won't be cheap at all. It takes a lot of flux.

As a new beginner don't rush reaching 5k PR. It's normal to take a week of hours of playing a day to get there (if you're not the hardcore type) your goal for now should be to achieve level 20 Mastery Rank (MR).

You can get Radiant Equips or Stellar Equips from dungeons but a high MF or maybe 1k or 2k I'm not sure. Don't worry about that yet. I'm doing just fine without that amount of MF at MR 70.

If you're looking to boost your PR, gems are your best shot at it. Trove has recently shifted it's PR focus to gems. You can go farm gems from U1 dungeons and get the most common gems. The rank of gems are similar to weapon's. Empowered Gem Box gives gems for the largest Gem slots where as the boxes you get from U1 and above gives gems for the small slots.
