As somebody who finished the entire series on PS4, I would argue that most of what Reincarnation shows is not necessary for the story of Fata Morgana / Requiem, However, if you completed both VNs and fell in love with the cast, I would argue that it might be worth your time watching. Paying $50 for fan-service is a bit excessive, especially considering that the quality of writing is more akin to similar VNs fanservice games, and loses much of the charm of the first two games. Essentially, Reincarnation is nothing but a "filler-like" story that gives the scenario of life after the mansion for the cast.

"Essential"? No, the characters´ destiny is pretty much hinted in the first game ending and expanded in the prequel. In fact, the after story of Michel and Giselle was told in Requiem of Innocence extras. Reincarnation doesn´t add anything relevant about them. Since they were the protagonists, you don´t really need Reincarnation.
Instead, Reincarnation focus more about Morgana/Jacopo and the others side characters. To be honest, i didn´t like that much the reincarnation Mell/Nellie and Pauline stories, but i loved the part about Morgana. Also, Reincarnation has voice acting which is funny at least if you wondered how they sounded.
Still, if you loved House in Fata Morgana and Requiem for Innocence, i´m sure you´ll love Reincarnation.
