To be fair, i think she feel that way around Maria too, but she also feel guilty for curse her (as you can see on "Reincarnation" arc in the ps4/vita only minigame) so she tries to not involve her in her problems anymore.
But the story where the White Haired Girl is in love with Michel probably implies that Morgana does care very much for Michel (to the point that, I think, maybe if Giselle were not his romantic interest and Jacopo weren't Morgana's, I suspect she would pine for him). I think this is evident in one of the "bad endings," where Michel forgets his time in the manor and is reincarnated into the modern world without freeing Giselle or Morgana's witch persona, only to end up being a couple with the reincarnated White Haired Girl.
Either way their relationship is woven pretty neatly, and this kind of intricate relationship between various characters and the discussions it elicits only prove just how great the writing is. Oh, and I'm so elated with the trio's happy ending in Reincarnation :')
