That amount of work put into making mods for Men of War: Assualt Squad 1+2 is insane. It will take a long time for Call to arms to reach the same level of user-generated content that Men of War have available, if ever. Although some of the content might be ported over to Call to Arms.
It all depends on how succesful Call to Arms is. "One" plus though is the move to 64bit (allowing for "bigger" maps, mods and amount of stuff in the game at the same time. (i believe)), better graphics, good integration of steam workshop into the game and above all: great performance and few disconnects from multiplayer.
Alot of us who play now have played MOW AS 1& 2 for quite a bit meaning we know pretty much what we can look forward to at release (Q1 2016).
For someone who hasn't played the previous games and also have lesser experience with RTS, you are probably going to be a little dissapointed for the simple fact that the lerning curve is pretty steep at the same time that the game is incomplete. So I would recommend that you either wait until they have released a little more stuff so that the game resembles the finished product or you start out with MOW AS2.
A little tip of advise: If you go for AS2 then make sure you make friends with others who are also new. Then you can experience and help each other to figure tactics out.

Defo! Its pretty much the same community and as long as the devs keep pumping out features and keep the game stable then there is no reason why the CtA community shouldn't pass AS2 in size
If singleplayer: definately go with men of war assault squad 2. get mods too!
If multiplayer:
strong pc+connection go assault squad 2.
Mediocre pc+connection go either.
One has much more content currently, but have problems with disconnects in multiplayer (the dreaded "out of sync" problem) (mowas2).
The other has better performance and is somewhat less expensive, but only part of the game is there so far (cta).
As for what RTS I would recommend over all, I would say AS1, but it depends on personal preference. If multiplayer is a priority, then AS2, but AS1 is a bit deeper, if more micro-managy, plus, it should be a bit cheaper. Also, AS1 has the modern mod, which I definately prefer over the Red Rising mod, a similar modification for AS2.
I am currently enjoying CtA a bit, but it doesn't have the content to fully allow its potential. CtA also has mandatory unit lock, no helmets, and a crappy ammo system. On the bright side, it has bots outside of DLC and is substantially more refined than what you will get in any modern mod.
Thats about it for this kind of game, 'Company of Heroes' and 'World in Conflict' are both way too arcadey for me.
the dawn of war 1 games not 2 eventhought 2 is pretty decent but you might love it
