I wouldn't say MoW AS2 is dying.
I would say it is at its best.
You should get both.
But if your deciding now, its either wait for Call to Arms to grow, or play AS2 since its already been completed. Yeah, the answer I will say is get both, if you enjoy one, you'll most likely enjoy the other. But maybe play AS2 first since its pacing is a lot slower, and getting use to the whole "Men of War" mechanics will be crucial to stand a chance against anyone online, and that there are many mods that can be downloaded for additional gameplay experience, and that you can even play single player missions from previous titles like Faces of War.
