So you start game with pool of 160MP and it slowly grows by +1.3 per second, growth rate increases over time up to +1.9. Once it hits maximum pool value of 2500MP you no longer gain any additional MP to your pool.
When you buy unit it locks amount of MP it cost from that pool. Once unit dies it slowly returns it cost back to the pool aka payback. Payback speed depends on how much used CP you have. It can be from +0.3 to +1.5 per second, the less CP you use the faster payback is.
If you got no units left in late game it means you made enough of mistakes to put yourself in that position. Game doesn't meant to be infinitive so late game is end game where every unit left on board matters.
