If you mean spawn units in without needing MP points, then this can be done when you host a game. When you create a server, you will see an option in the list titled Game Settings, the drop down box will reveal a mode called test mode. This enables the host to spawn in any unit they desire from the start of the game. I am unsure if the units available are bound by the xp lock or not. Word of warning, whilst you may be able to spawn in any unit and as many as you need, the AI will aslo be able to do the same. This places a significant burden on your computer and is not recommended in big maps.
If you mean setting up your own map and creating anything you want, then this is done in the editor. The editor allows you to do anything you desire within the engines limits. The free version comes with the map editor only so you cannot start a simulation. To have the mission editor or start simulation option, you will need the basic version as a minimum. The editor is a lot of fun and some players only ever play in the editor because they can design any scene, scenario or mission that they desire. You can make a giant cow or soldier, you can drive every vehicle, fly aircraft or helicopters. You can even make a great map and detonate an atomic weapon and destroy it all. I have made 20 maps so far in the editor and it is a lot of fun, feel free to check them out to see what you can do. You are only limited by your imagination.
