find your files in resource\set\multiplayer\games\presets
see for example preset_combined_user.inc (included by combined_arms.set in previous folder)
in "standard_user" block you can find a "budgets" block, look at growTime and growTable (start and finish values are set in presets further down in the file)
to change values for ai only, you might try to copy this budgets block into the "bots" block that else uses the player values with modifiers from "bots_combined_arms.inc"
this should work but not tested myself, no promises

I'm looking for the exact same thing, matches are either super rushed, or too barren. I want to hit that sweet spot in-between that can really only be achieved by slowing down the MP gain rate. I wish there was an option in the skirmish custom settings that could alter the rate at which MP is generated, for a longer lasting, consistent and balanced skirmish experience.
I'm no stranger to editing game files as long as it's just text files with values and such - I've navigated to the folder and file you mentioned - but I'm a bit uncertain as to what I should set the numbers to.
Any help is appreciated!
