Since sniper rifles tend to use high velocity rounds meant for long-range work, this is a problem. A suppressed sniper rifle will not be as quiet as other suppressed weapons firing subsonic munitions.
Pretty much your choices are:
1) Use a suppressor with high velocity ammunition, which will still make noises.
2) Use a suppressor with subsonic ammunition, which will reduce effective range and penetration.
None of them are particularly good choices for snipers.
:P
Also AEK-999 Barsuk suppresed LMG plz.
There's already the AS Val in the game, which is essentially the Vintorez. Although the AS Val is incorrectly categorised as a SMG instead of an assault rifle, which is a bit strange.
Really the Vintorez isn't really a sniper rifle... it's an integrally suppressed assault rifle. Although that might be a bit dissapointing, it's worth noting that it does the job very well; suppressed 5.45 is pretty weak and I don't even know if the military regularly issues subsonic 5.56.
