Because in the free to play version you have to unlock the units by leveling up which you do with the xp which you gain after each match.
If you buy the game you have all units unlocked at level 0 and dont have to level up in order to unlock them.
Or if i missunderstood your post:
You need mp points for the units. For example a abrams tank costs 1400 or the better version 1600. If you dont have the points or if your unit limit is reached you cant call in that unit.
You gain mp points durin the match i think also by capture and hold points on the map.
That points are that yellowisch or golden number under the unit limit.
If they are unlocked and if you have the mp points and the unit limit you can call in reinforcements at each time you want.
The second screenshot shows the field i changed. You will see that i typed in the entity that i wanted to appear, in this case it was m1a2_abrams. It was originally set to place sandbags_small.
You will note that the engine replaced the sandbags with the tank and kept them at the same angle. I am sure if you played around with the other settings in the fortification menu, you could change the angle and perhaps even the number of vehicles. I was able to drive the vehicles after they spawned in.
They were spawned in by an engineer the same way that engineers build emplacements at existing spawn points.
