Unless our top guy is spectacularly crap, he had to have had 12+ headshots by the end. If I gussed, it'd be 20+, along with a dozen bodyshots and the grenades and mines.
the most likely story is that your 'top' player is spectauclarly crap.
the Panzerfaust can down them pretty quickly too, if you have more than 3 rockets on hand. but as someone above already mentioned, if you use a Dynamite-based trap with the Panzerfaust together on an Elite Gunner, they'll suffer from extreme damage due to the huge explosion.
I remember hearing something about certain weapons in the "Zombie Army Trilogy" being slightly nerfed, sometime after the game's release. because in the original 2 games, the Panzerfaust is quite devastating against hordes of zombies/skeletons, and deals quite a bit of damage against the Elite Gunners when combined with a well-placed Dynamite trap.
