Have you tried compatibility settings? Maybe run it as Win 7?
If you are sure it's using your gpu, then I would use the in game settings and the NVIDEA control panel to turn every thing to the lowest settings and turn off all the extras. There should even be a setting for threaded optimization in the Nvidea control panel that you want to turn off for this game. I might, just for the sake of experimenting, try v-sync the game, because you are likely getting insane FPS.
Just make sure while you are int he control panel that you are working in the programs tab for the game and that you are not changing your global settings. And be sure to save your changes before you exit.
After you turn all settings to the lowest possible and disable all of the extras, if it runs then slowly add the features back to discover what gave you the problem. Then you can start increasing the quality of the settings again until you have it the way you would like it.
In the end it might just be something as simple as the new gpu drivers don't work well with the older game, I just don't know.
limit your cpu to 8 cores or less via bios or msconfig and it works.
same goes for wolfenstein 2009.
tested it with my 16 core 7950x3d.
btw you can remove the 60fps cap by simply adding -hz=xxx to the steam start options of the game.
xxx has to be replaced with your monitor's refresh rate.

I wanted to have a 4 core CPU, I would've purchased a 4 core CPU. There is literally zero reason to turn a $700+ high end piece of hardware into a $100 low end one just to play 1 game.
A better solution would be to use Virtual Box or something, limiting the core count to 4 just to play the game.
That's what I'm going to try anyway, no clue if it will work.
maybe affinity via taskmanager also works.
haven't tried this.
otherwise simply don't play the game.
imagine being mad despite having 2 perfectly working solutions to your problem, just because it takes a minute or 2 to enable them.
