Is there any overlap with trains starting touching two different blocks (zones)?
Are there friction tires enabled on the transfer track? Without that or a slight downward slant, the 2nd train won't move forward and the first train will stop near the top of the lift because the transfer track block is occupied.
If those tips don't help, post some screens and we'll help you figure out what to adjust.
