Report a translation problem
By the end of the game, I had way above 20000 nuyen.
Otherwise, to give a little more detail about when the shops upgrade:
- The first upgrade happens when the weapon dealer tells you he's got a job for you. All shops will be upgraded. But if you do the dude's job, he's going to get another upgrade (if you bring back his stolen good).
- The second upgrade happens after you've paid Alice for the information and saved the Kreuzbasar from the attack.

That's unlike when I play a Decker Rifler. I'd usually save enough to be able to buy both the Ranger Arms and the Vulcan (and a few extra), so at least 10000 nuyen after paying Alice.
