Assuming there are 3rd party bots for the game, the modification would be server-side... which doesn't really affect VAC.
Yes, you can add bots in DoD: Source you want to play with "BOTS" or "ZOMBIE BOTS" or you want to put bots in your own server? If so, just watch this video as showing.

I always asked myself why are the bots in the morning at the servers in tf2 ^^
But i thought VAC-Ban are at all servers and u can't decide THIS bot can play and this bot can't play. If a server is vac-protected every bot get banned and now u say The admin of the server can decide which one gets banned?
just write "bot"
u can change class/team like this : "bot -team german".
sv_cheat must be set to 1, on local server.
Riochet, Deathmatch Classic, Team Fortress Classic, Team Fortress 2, Half-Life, Counter Strike, Counter Strike: Source, Half-Life 2 Deatchmatch, and more have plenty bots
