It's an old game that has been mostly neglected by valve since it's release, but there are several servers/communities in each region of the world that are well populated and keeping the game alive, using plugins to fill in the gaps where the devs left off. As a result, most servers have their own flare on play-style. The communities are tight knit and is a matter of finding one that works for you.
If you haven't played on a specific server before, please take the time to read their rules, many groups take them quite seriously, and there are a handful of servers you should avoid (see the other 20 posts of people complaining about them).
If you are looking for a casual FPS game that isn't fast paced like CoD or as competitive as CSGO, then this is a pretty decent game to play. If you can get it on sale, it's definitely worth the couple dollars to give it a try, worst case, you don't like it and refund the game.
