I have most of the upgrades at this point, so maybe that makes him better, but overall the order is Michelangelo, Raphael, Leonardo, then Donatello. Don isn't necessarily bad, but the speed really hurts him, and his dash attack is the worst.
In my humble opinion they are all pretty well balanced, and some things (like the dash attacks and specials) may come down to personal preference. To me, Leo has the absolute worst special.
He attacks so fast and in an area that his Special builds quickly to spam his spin.
How is that bad/useless? You pair it with his default Tool of a wide range taunt that spikes for 60+ damage on first hit and you can one shot most enemies with ease.
I second Leo having the worst Special.
Mikey also features my favorite bug-that-isn't-a-bug-don't-you-dare-fix-it where if you use his tool and then kill a Stockman big mech while it's stunned it doesn't despawn and just stands there confused until you leave the map.
Don't get me wrong, I like the other turtles but Mike rocks da boat. He is the easiest tutle to finish the game with.
