That would need to be adjusted for each race by editing the RaceTypes and probably some RacialPerks editing.
The other thing that gets people sometimes if that they edit the file in the modding subfolder of the game itself. This does not work. You need to create a mod in the Document location and copy/edit the file there.

In the game you will have to from the main menu go to Mods and make certain your new mod is activated. It will have the name of the folder you created above. I want to say it defaults to active, but I would check.

Your Modding instructionS:
1.
"Open your steam library, right click Master of Orion, and click Properties.
Click on the Local Files tab, and click Browse Local Files.
This will open the folder on your computer where Master of Orion's game data is stored.
You may want to create a shortcut to this folder so you can quickly access it later.

I have this:
MyDir="D:\DATA\MEDIA\GAMES\SteamLibrary\steamapps\common\Master of Orion\Mods\GaiaMod"
And I have these 2 files in the dir:
BiomeChances.yaml
thumb.png
I open the Game from STEAM, and enter the MODS area, (address the warning),
all I see is "Get mods" I click on that, and it says
"You do not have any mod subscriptions"
which then pops up a screen to select some mods that exist (By other people)
note: (MOD Uploader is enabled)
What am I doing wrong?

You should see a folder in there called "Saves" where all your saved games are at.
Create the "Mods" folder there is not already present and then create your "GaiaMod" folder
C:\Users\YOURNAME\OneDrive\Documents\Master of Orion\Mods\GaiaMod + IT WORKS!
Took a long time for me to realize ONE DRIVE was the REAL path, and not the one under the STEAM Dir. "D:\DATA\MEDIA\GAMES\SteamLibrary\steamapps\common\Master of Orion\Mods\GaiaMod"
