There is no option to add new marines in a planet
Troops can only invade planets that still have population on them - They don't really have anything to do if you've already nuked a planet to pieces. They don't have the equipment for that, let alone repopulate it.
Every planet that has the barracks for making Troop Transports will slowly (re)train new ones. If you can't queue up a transport, it means the planet simply doesn't have enough trained soldiers around.
I highly suggest making several planets responsible for training up troops since you'll be using a lot of them to take over well defended planets - Especially if you don't want to nuke the population and infrastructure to hell.
Yeah, well, I didn't have that particular problem while playing the Meklar yesterday, I went all extinction protocol on all biological lifeforms in the universe and nuked or blew up their planets.
I do not use troop transports anymore, it's a waste of time and too annoying (miss the MoO2-Elarians^^). It's a lot easier to demand the whole planets from the other races by diplomacy :D
