I took it because I was trying to sign NAP with some aliens. Guess what - their demands haven't budged even a little and are as outrageous as they were before. Seriously?

I would make it pretty light.Diplomacy is a bit easy as it is.

At least in the UCP's default settings it is going to be very small adjustment. But it will be in the YAML file so people can adjust to their desire.

I guess this one is because when you meet a race or at least when you start relevant diplomatic actions, you already got that tech. so there was no way to get a feeling there might be something wrong.

Are you playing on impossible? When they give you money, then it is often because they "fear" you and want gain your friendship.

Just figured out I've mixed the wording. The sub-perk should be "Alien Psychology" while whole tech is "Xenology". Hopefully it doesn't matter much...
