I should add that I was attacking a planet of a minor civ, not one of the major races.
I wonder if that had anything to do with it.
That's for balance purposes. Otherwise it's too easy to get 1 or 2 big colonies early on.
If they include invasions they will let them build units so it won't be easy to get their people.
Soooo mad at the direction this game is going.
They can add some negative modifiers for conquering of savages(x5 to assimilation time, for example), but not some magical forcefields.
In "A Piece of the Action" we can learn how to conquer savages when this directive is active.
