I believe in my case, I had hit 'Next Turn' and then immediately the ESC key - not sure if that specifically did it. I ended up greating a new game and it's fine. Some random critical bug I guess. I also happen to have a 970 card with all graphics maxed with 1080p resolution (I highly doubt it's related to the 970 card though).
Have you installed the newest microsoft C++ Redistributable for your system?
Will try it and get back. Just to be clear, I've had this issue for at least the last two patches.
On the Wargaming site an Admin told me to submit the game and information to https://na.wargaming.net/support/tickets/create. I tried but the .data (zipped) file is larger than the 10MB limit. I've posted several times asking for a resolution on how to get them the file for testing and not heard anything back. This was four days ago. I guess they're not really interested in fixing this one since not many people are having it.
Does your issue persist if you exit the game and load the same a save game?
if that is the case then it's reproducible and we should be able to fix it.
We would just need access to that save game and the steps to reproduce it here in our office
You can upload the save game to Dropbox and post the link in this thread.
The output_log file would be useful too (please remember that this file is overwriten every time you launch the game again)
To obtain the output_log file from your game client, please follow the steps below:
Please help us fix this, thank you!
Best,

Yes, the issue persists no matter what. Closing the game, rebooting, setting graphics settings on minimum, all have no effect. The game gets stuck on the exact same step. From there it has to be forcibly closed and restarted.
I've uploaded the save and the log file to Google Drive:
https://drive.google.com/drive/folders/0B_4u52aP1-7-U2xhakJPTHhuSkE
Once you load it, from there you just have to hit End Turn button to reproduce the issue.
Out of curiosity, what can possibly take 300 megabytes in a save file?
it's 300 Mb because we are saving the game every turn, so you can go back to any turn in your match (using the timeline feature)
Also, its been quite handy for finding problems like this during EA.
the .save file is the actual save game. the .data is the collection of all previous turns. :)
you can turn this option off or make the timeline save every few turns in advanced match setup if you want.
