Although I feel slightly dirty, I've also decided I'm allowed to prioritize targets. As in, let independents live as long as there are other, more dangerous targets out there.
I've played the Silicoid as pure Xenophobes who use biologocial warfare and managed that as well.
The AI attacks when it has the strength to, so war declarations really only affect your diplomancy efforts and how likely the AI will attack your non-combat craft.
What makes it hard is the absence of any trade agreement, ever. Also the inability to travel anywhere safely. Any fleet you meet will attack you (if it has a decent chance of winning, at least).
It also forces a rather substantial focus on building warships, which limits research.
Try it. I guarantee you it's anything but easy.
It's about min-maxing your colonies. Hell, try it as Mrrshan with a Class C start and none of the bonuses that the Sakkra or Klackon enjoy.
Early game max out your fleet. I usually use about 12 Frigates, no shields, each with a nuke for ground attack and a lot of guns or missiles (not both).
Once your CP is at max, shift production over to research. Your stong fleet should last you quite awhile. Fast track Merculite Missiles or Mass Drivers depending if you're going for Guns or Missiles. I prefer Mass Drivers because of the big improvement in point defence.
Declare war, sure, but don't stretch out your fleet. Build creep and aim for Graviton Cannons and Class III shields ASAP. Then go forth and conquer.
Hitting 4 BC tax is a big help especially in getting your fleet out quickly. So long as you control the pop growth and keep your homeworld under 10 pop you can keep on cranking it. Do this until you find your first good planet, then cut tax down to 3 BC once the first colony starts striking.
That's where I am currently - but the ♥♥♥♥♥♥♥♥♥♥ buggers are fighting back. By the time I found them, their fleet was a big as mine =(
