Pretty simple, just select it and click a target to fire in combat. Because it's a special and not a weapon it won't automatically fire.

It's a special ability, click it's icon, then click the ship you want. The ship will then fire it's stellar converter. Btw it's possible to mount SC's on Titans. Real fun having a small fleet of titans equipped with stellar converters one hitting ships.

see that's the thing, i clicked the ability, then i clicked on an enemy Starfortress, but all my Star did was move forward, is there something im missing, or does the weapon have such limited range that i need to be point-blank when using it?

These types of things fall under the definition of 'wonky weapons' for me.
I've done the point&click at something and sometimes it works sometimes it doesn't....

Much rather prefer mounting them on Titans, like Doomfrost said, and wreaking merry havoc across the galaxy blowing up planets left and right

perhaps i should find a Pirate base to park it by, let the Pirates attack it, use them for testing.

sounds like you did use the wrong mouse button...
usually we use the right button to move or attack.
but we have to use the left button to chose the target of an activated ability... (or it's the other way around...I'm not sure)
using the wrong button will just order your ship to move or attack "normal mode"
