Report a translation problem
In the equipment screen you can use both controller and mouse and they both behave as separate entities. Place the mouse pointer in the position at the top or the bottom of the page (depending if you're going to pull down or push up. Then with the controller hold down the selection button (A on the Xbox controller)and pull down or push up, release the movement stick but keep holding down the selection and pull/push the mouse, and the screen should change.
This takes a bit of doing but once you learn the knack it gets easier.
After clicking apply the weapons are still default when I start a mission. Or is this another thing broken in the game?

Figured it out, you have to click the arrow on the left side of the weapon.
