How to get players to maximum potential ?
I played FM long time ago and just scrached the surfice about this game.
I am not that expirienced atm and i have a lot of young players that have big potential but from age 19-23 it drops often .
Can any1 explain how get them at their max potential asap?

Game time is No1 and it is more important if it is with the first team. Think of game time as a tally of development points aquired to be spread out according to the next factors.
Personality and Media handling skills is No2 (this is the main reason to tutor a player, you have two options when you tutor. The top one converts their personality to the tutors, makes them a favoured personal and may/more than not transfer prefered player moves (ppm). But in simple terms when it comes to personalty, is that it tells you about their 'hidden stats', the most important hidden stats for development are proffesionalism and ambition.
A simple guide is that anyone with any kind of evasive media handling is good (has a high probability of professionalism), the worst is any media friendly or level headed media handling (they have a low probability of professionalism).
As far as personality goes, the best is Model citizen, Perfectionist, Driven, Model professional, Professional, Ambitious (ambitious as long as determination is below 10) and Sporting (sporting as long as determination is bellow 5). In that order, though the best player I ever produced was sporting and even if determination is low, the hidden stats of sporting, pressure, temperment with an evasive media handling style, makes a well rounded player who copes well with pressure.

Facilities No3, just try to make these the best you can.

Coaches, just remember DDM - Determination, Discipline and motivating, they effect everything. So for a defensive coach you would want coaching skills in defence coaching and mental coaching + DDM.

Also I will add another tidbit, when you hire coaches, their personality types will impact on the type of personalities your youth intakes will have, so try to hire coaches (head of youth development, scouts and even physio's) with personalities you like.

But if they are young and had for example 4.5 star potential and they lost it and max potential now is 3.5.
Is it posible to regain the previous potential if they are still young ?

According to the game manual, no.

As it was explained in the manual. As players on your team become more familiar to the coaching staff their potential abilities can be adjusted somewhat depending on what your staff believes their actual potential to be.

I've had that happen quite a lot and it's never gone up or improved after it was adjusted downward. And it doesn't always fall but it will with some players because the staff has had more time to evaluate the player. It will happen more with young scouted players unless you devote a scout to that player for an extended period of time.

What I've started doing is assigning a scout to watch the player for 1 month (or longer) and at least 2-3 games (provided he's playing or not on vacation). That will usually give me a good idea of the "true" potential before I sign them to a contract or try for a transfer. I've had 4.5 star players fall to 2.5 stars many times. The more you scout, or watch them while on your team, the better chance you have of knowing what their potential will be. Hope this helps.

They have to be played more often, more game duration they play then higher possibility for them to reach the maximum potential. Training facility is also important to make them training well.

The potential is just an estimate, often wrong. Players can reach their real potential quite quickly when they play a lot. It'll be in their coasing report "currently playing at close to his full potential". They'll keep the inflated star rating potential till they're 21.

Also they are measured against the players you have, so if you bring in some talented footballers, or get a youth with greater potential, it will drop accordingly.
I have seen potential rise a couple of times, but only when I tutor. For example I had a GK in the youth side with one blue star current abaility and 2 star potential. I thought what the hell, I'll get him tutored by my GK because I had no backup at all and if my number 1 was going to get injured, he would probably have to slot in anyway hahaha. I just thought I would try to get him to his two star ability as best I could, incase he did have to come in.
4 months later in game time I have a look at him, he is three star current ability and five star potential! I also noticed in the first team my worst players had dropped a star, in both catagories, I thought it was because they were getting old, but it is more likely that measured up to the new GK quality, they had dropped.
He got game time that year and became my number 1 the next, he was premiership quality it turned out (I was in the portuguese third division at the time and got promoted that year, so he played mostly at second devision which would have helped).
