Finally hit on a fix. I change my frame rate from "30 FPS" to "Refresh Rate" and the issue went away. Tested again from several different save slots and a couple different resolutions (I only tried 2 to be honest) and I never fell through the floor again. Granted, I'm only testing this one spot (as I didn't have the issue on other maps as some of you have reported).

I'll try the refresh rate, but I believe it's already set at that myside
*EDIT* Changing from 30fps to Refresh Rate fixes this (when Alicia appears at the top, she drops down a bit onto the stairs, but doesn't fall through the map) however the game appears to run in slow motion doing that, so I guess I'll just leave the ladders.
Thanks guys, Refresh Rate fix did work!
