You do realize that THIS was a *PS3* game originally, right? You would have to go out of your way to make porting a PSP game harder than a PS3 game.
Also, "sub-HD resolutions" - This is PC gaming, son. Resolution options!
You can't make a PSP game look good on PC just by allowing higher resolutions. Look at it. Seriously:

Using a direct-feed video with 480p upscaling to 1080p instead of it in PPSSPP at higher render resolution of 4K downsampled to 1080p. Classy. How about this instead:

Besides, we do have direct-ports of PSP games on Steam, such as Trails in the Sky (http://store.steampowered.com/app/251150/) and Elminage Gothic (http://store.steampowered.com/app/291960/) un-oddly enough, I fail to see people ♥♥♥♥♥♥♥♥ about them being built for lower resolutions originally. Add to that the recent port of Hyperdimension Neptunia (http://store.steampowered.com/app/282900/) which is from the Vita - Which is another sub-HD system.
Now, you're going to cite that they have higher-resolution assets than they did on their native systems. Well, guess what - Do you really think that those assets were built directly at the resolution that they would be shown at on the PSP? Any sane and professional development pipeline of the past 20 years builds assets at higher fidelity and scales them down to work within the giving limitations of whatever system they are building them for - This has been the case since the days of Donkey Kong Country and Marathon!
Those PSP ports with higher-res assets for their PC versions didn't need them to be remade, because the assets already existed - Just simply not usable for their original PSP versions. Feasibly, the only real change that needs to be made is fixing the godawful LOD'ing that VC2 and 3 have. Anyways, to sum it up:

You realize you're already playing a game with prerendered sub-1080p cutscenes right? There's already a precedent set for sub-1080p assets in PC ports of the VC series, so w/e.
Porting a PS3 game is NOT an insignificant investment. Rebuilding CELL code for x86 and vice-versa is a complete ♥♥♥♥♥ to do - That's why last gen there were so many games that were 360 and PC only (Left4Dead, Two Worlds, Bioshock before Sony funded a port) rather than PS3 and PC only.
