2. Do you have anything pertaining to underscan/overscan set in your GPU settings? This was a common issue for me when I still ran AMD cards, so it's likely this is happening to you as well. Go into your GPU settings and look for anything that sounds like that.
i am not sure what you mean by your second comment :(. do you mean something in the video experience?
i dont like feeling as if im playing some crappy port from 1999 because sega are too lazy to sort the border issue out. there has to be a way to remove them
Try using an injector such as GeDoSaTo.[blog.metaclassofnil.com]
BTW, 16:9 is an "aspect ratio" (proportional relationship of an image's width and its height) and not a resolution.
Generally speaking, the black bars are the empty space that's left when a video frame is kept in its original aspect ratio to prevent distortion, but reduced in size to fit the aspect ratio of the display.
I'm not experiencing any problems with black bars or visible window borders. I can't write up a detailed solution if I can't replicate the problem.
Anyone experiencing those problems will have to simply have to download GeDoSaTo and find out which configuration settings works for them.
The installation instructions are in the GeDoSaTo readme file. GeDoSaTo's configuration file is well commented so it's easy to figure out what you need to change.
I found Valkyria Chronicle's PS Hash using GeDoSaTo. From what I've been able to tell, I believe this hash is universal so it should work for other people:

i find it hard to belive your not getting borders when all the screenshots in the screenshots area have them. i think theres like 3-4 that DONT have them and im assuming there using a work-around to get by this problem
I don't know what to tell you. I simply don't get black bars or borders, and I didn't have them before using GeDoSaTo either.

I've played Valkyria Chronicles using GeDoSaTo to implement both full screen mode and windowed full screen mode and I get no black bars or frame borders in either display mode.
this might be down to my old monitor as i had the resolution set to 1440x900
i have a new monitor now which can do the whole 1080 thing
however i cannot use it at present as my sodding psu has crapped out on me and i have had to buy a new one. currently im using my wifes pc
so prey for me that my new corsair psu arrives tomorrow (which i doubt) so i can install it all ok
Yes, that explains it. 1440x900 is a 1.6:1 (aka 16:10) aspect ratio while Valkyria Chronicles is locked to an aspect ratio of 1.78:1 (aka 16:9).
If you try to fit a 16:10 video frame on a 16:9 display without stretching, you'll get the black bars.
If you launch the Valkyria Chronicles configuration launcher, (I.e. Steam Library -> Play button -> Configure Valkyria Chronicles) and click on the Resolution button, is 1440 x 900 offered as a resolution option?
Here is the trick: no scalling at all will result in getting borders from all sides, but picture will be sharper; setting it to full screen gets rid of borders, but picture quality suffers.
