Is chapter 7 supposed to be a joke?

This is the 4th time it happens in the Batomys level.

The ♥♥♥♥♥ Batomys is just spinning circles while not moving. It continuously just spins when it's right near the ending, It doesn't wanna shoot the ruin wall. It just ♥♥♥♥♥ spins.

Wasted so much time on this ♥♥♥♥♥♥♥♥ only for it to happen every single time I replay it.
Is there a cheat or anything to skip this level cause fk me it sours my entire mood for playing this game

Edit: No my tank is not in the way/blocking. No my tank is not in sight.

Play at 30 or 60 fps. Anything else breaks various engine physics, including tanks attempting to drive uphill.
