wheres valkyria chronicles 2 and 3 at?
if i get the bundle there would be no point on playing cause i wont get the play the 2nd nor the 3rd game.

You don't need to play 2 and 3 before 4 to follow the story or anything, because the VC timeline isn't straightforward.

Do play 2 and 3 if you have the chance, but VC1, 3 and 4 all take place during the same war, but each with its own characters and stories. Only VC2 is a sequel to VC1, so as long as you played VC1 first, then the rest of the games can be played in any order, it doesn't matter.

from what i understand 2 is a bit of a garbage fire plotwise w/ how it handles it's tone and such

Tone is hit and miss, which is mostly down to the fact that 2 has you pick a number of missions to do before doing the next story mission. This is generally pretty fun because it means there is a ton of stuff to do and you can avoid some missions that may give you trouble on your first go through. However it also means that any urgency that comes up from a story point is kinda lost because you'll be doing a number of "generic" missions before the next story one, which happens a few times, so that's unfortunate.
Beyond that I think it's a solid continuation of one of the plot points from 1.

Some resistance to weebery and dumb military decisions is recommended, though not a ton more than for any of these games in my opinion, despite the academy setting for it.

Having bought 1 and 4, I wouldn't have a problem throwing money at SEGA if they'd go ahead and port the middle 2 in the series over to PC already. Polish them up as needed, but keep to the same low hardware requirements as the other, and I'm pretty sure they'd make some money off it. Especially if they can then sell some kind of "Complete Chronicles" superbundle or something.
