Report a translation problem
As for the other characters which have a little dash in the missing slot, you need to use those characters (usually doesn't take long), and go to the reporter girl. She will say something along the lines "how about that super start in squad 7", which means one of your characters has unlocked their hidden potential.
Note that some of the hidden potentials are negative.
-Deployed in combat: 1 point
-Killed an enemy; healed an ally; repaired tank or cover: 2 points
-Occupied enemy base: 3 points
-Saved dying ally: 4 points
Visit Castlefront St. after any mission and any unit that has reached 5 points will unlock their hidden Potential.
I guess one thing we forgot to mention, is that main characters like Alicia, Rosie, and Largo have their personal potential unlocked through side stories. (Purchase the stories from Ellet).
You have to meet 3 requirements for each character to fill all personnel entries:
1) The most obvious: get that character join your squad
2) Unlock their Personal Potential
3) That unit must be alive when you finish the game
This cannot be done for all units in NG, because there's one character (Musaad) who's only available in NG+, so make sure you get all characters unlocked and meet all the requirements before ending your NG+ playthrough.
