As well as a lot more things going for the PS4 version, I own the PC and PS4 version, and can confirm these things.
Gameplay-wise, the Remastered version fixes a couple typos in the PC version, but it has the JP rank system for weapons while in R&D (C-S), while in the squad barracks and during missions it has the western ranking (D-A). In addition, it feels like there's a slightly longer delay between ordering a character to attack and them firing their weapon compared to PC. Also, when getting attacked from long range like snipers and cannons you can barely hear the round go off, if at all, especially from extreme ranges. Since certain enemies can intercept from long range (a particular boss comes into mind...) you literally can't tell you're getting attacked unless you see the sightline changing color or you're already getting hit by it.
I know some of those points may be on the nitpicky side, but its minor details like this that grabs my attention :P
Personally I'd say go for the PC version. There are very minor differences and it's a fraction of the cost of the PS4 version.

Cutscenes rendered in the game's engine will be less blurry on PS4. To set the record straight, it is a fact the remaster has (marginally) better graphics, and that Sega did not provide an official patch to bring any of its new improvements over to the PC version.
Seems fine to me at 144 fps.
I'll say this without spoiling the stage if I can: I played most of the way through the game fine at 144 fps fine. Then on one stage where you are launching an assault against... a war ship, I guess. The characters get stuck on a certain part of the terrain. After searching the interwebs someone said it was because of the frame rate. Indeed when I changed the frame rate to 60 fps the characters could then walk over the part where they previously got stuck. It's a truly bizarre bug, I've never encountered anything like it before or since. It's very obvious that they did very little (if any) play testing above 60 fps. I also encountered a clipping issue on one of the DLC maps.
