The main reason why integrated graphics have 0 performance is because they have virtually no VRAM, so to render anything more than your desktop they use your normal RAM. Which is too slow to maintain good framerate. And stuttering 30-50 for a game with framerate-tied mechanics is arguably worse than stable 30.
So yea, other than lowering resolution and locking framerate, you'll have to make sure you have enough spare RAM (I'd say bare minimum 700-ish, probably more to be sure you don't randomly run out).
This game will run fine on System RAM. Even budget laptops come with 4GB or so of RAM
That's not to say this is bad. I personally think 60 fps offers a better balance - it's harder to run pass enemy tanks and fortifications and your tanks are also better at intercepting enemies who try to run pass. Goes both way.

I know of at least one super budget gaming rig that will run you 150 bucks.
I can opnly imagine you are simply attempting to play it on some laptop though. Something that would cost far more than any decent PC.
