For soldier actions, you can look around with the mouse, and this is actually the preferred action mode.
Biggest problem may be tank control. I don't have a gamepad, so I don't know how that would work, but for keyboard and mouse numpad is the only way to look around when you are in a tank, and numpad is my preferred method of turning since it's really easy to lost control with the mouse (with mouse you have to turn really, really slow).
So yeah, I don't use the numpad much. But I would still say yes a numpad is much required. Try get a USB numpad; they should be cheap.
Don't assume people with 10keyless kb's will have this feature. I use a 10keyless kb and it does not have that feature at all. I did like what Helljumper said and assigned those buttons to IJKL since those are free.
What really surprises me about this game, though, is that it supports DirectInput controllers (PSX/Playstation2 -> USB connection, the way controls are meant to be played instead of garbage XInput).
