I like the game, BUT

...why there is boost to win in-game purchases, when you have to pay ~45% more $ or € if youre out from Russia?

Like everyone knows that they are unskilled players, with all hacks, issues etc, but is it really more equal now when other people around the world have to give or pay 45% boost to them.

Can this be redone? ...They need to start learn things like everyone else, instead of crying a head start in every matter. Its not so hard really.

I think you misunderstood something.
The website you found this on is indeed from an Ukrainian developer ("Corsair's Legacy", by Mauris). In the interview with dev of WOSB they talk of rubles as currency, so my take is, that the developer of WOSB is russian.

I would not connect the dev with current russian politics which most of us find so despicable, his game studio uses Dubai in Arab Emirates as address. Clever to keep revenues out of sphere of the toxic state. www.crunchbase.com/organization/thera-interactive
