Ya no. Don't remove the part first, that just adds a needless extra step with an extra chance of failing and extra meds used. Just pick the install prosthetic leg option and the surgeon will install the new leg and pop out the wood log in one go.
The surgery to remove the peg leg should be called like "remove part (left leg)" it will not say "peg leg" on the bill so it's easy to miss. But ya you typically only want to remove parts like that if you are trying to make say a prisoner incapable of walking, or are training medical skill by installing and uninstalling parts.
