32GB RAM is plenty. Even if you have mods with modest memory leaks and some browser windows open in the background, shouldn't need more than that.
Graphics card doesn't matter much at all. Just having a card at all is fine to avoid needing to use onboard graphics. Could even move the 1060 you currently have. Heck, could find an old 730 and it'd still be more than needed.
An SSD will help a bit for initial load and loading saves, but that's pretty much standard now anyway. I'd usually say have a small system drive and a larger storage/gaming drive to keep things quick, but again that's pretty standard these days.
