If you want to repair your (most likely perfectly fine) game files, you can verify integrity with Steam.
If you still think removing all files related to the game would help, you can uninstall with Steam, manually delete the Rimworld folder and everything in it in whichever Steam library folder you installed it to, and delete "%localappdata%Low\Ludeon Studios" and everything in it (this includes your saves, so copy those out if you care).
The "raid these raiders for us" thing happens with no mods installed. So do some other problems.
I copied your suggestions of where the files are.
You don't have to do anything other than accept the quest, it's automatic, you accept the quest and the raid attacks your colony in the listed amount of time. That's how the quest is supposed to work.
But I'll wait and see what it says the next time. It's been happening forever now. Year? Two?
But like I have said, if this were the only issue, it would be a different story.
